The reporter learned that the village committee of Yidangwan in Dongkeng Town, Jingbian County, filed a cutting application on June 5,2019, and provided the forest cutting operation design of the 100 MW photovoltaic power station project of Dongkeng Yidang Bay of Huaneng Shaanxi Jingbian Electric Power Co., Ltd., compiled by a third-party intermediary. Jingbian County Forestry Bureau through on-site inspection and on June 18 to handle the \"tree cutting license,\" a total of 2483 felled poplar trees. After investigation, the site of the project is not within the boundary of the public welfare forest, and jingbian county has not carried out sand prevention and control projects and key forestry afforestation projects in the plot, nor has it issued a forest right certificate or a grassland use certificate. According to the existing voluntary tree planting archives, Jingbian County has not arranged voluntary tree planting in the project land. According to the head of the Yidang Bay Village Committee, no companies or individuals have carried out organized sand prevention and greening projects on the site.
Up to now, Huaneng Shaanxi Jingbian Dongkeng Yidang Bay 100 MW photovoltaic power station project has obtained 21 preliminary procedures approval documents including project filing, planning site selection, environmental assessment report, safety production and so on. However, if the procedures for filing land use of the project are not fulfilled, the investigation team will investigate and deal with the problem of illegal start-up of the project, and will seriously investigate the responsibility of relevant units and personnel.
Jingbian County Natural Resources and Planning Bureau said the photovoltaic project land use should take a record system. Due to the lack of proof of relevant matters, the project land use filing procedures have not been fulfilled. At present, the project has been ordered to stop work. The investigation work of the joint investigation team is still under way, and the Yulin discipline Inspection Commission has been involved in the investigation of the project's illegal start-up, and will be seriously accountable according to the results of the investigation.
